摘要:本文论述了国内外农业功能区规划的历史发展,总结出农业功能区的概念与内涵;通过逐步判别聚类法、K-均值聚类分析和GIS空间叠加法对功能区进行分化;以及功能区的规划的几点建议;最后介绍了农业功能区规划的意义。通过对农业功能区的介绍,提出了一种新的农业生产模式,这种模式有利于我国农业的发展和合理利用土地资源,有利于农业可持续发展。

Research on Agriculture Functional Area Plan
Abstract:This article elaborated the historical development of the domestic and foreign agricultural function area plan, and then summarized the concept and connotation of the agricultural function area; through the gradually distinguished cluster law, or the K- average value cluster analysis and GIS space superposition method carry on the differentiation to the function area; Finally, this article introduced the significance of the agricultural function area plan. Through the introduction of the agricultural function area, this article proposed one new agricultural production pattern, which is advantageous to our country agriculture development and the reasonable use of the land resource.

1 农业功能区规划的历史发展
上世纪九十年代,以资源普查为主的农业调研已普及开展。1994年全国农业资源区划办公室政府办公室政府工作报告,内容包括:编制全副员、全方位的农业区域开发总体规划,提出大量的基础性开发建设项目,为农业是哪个新台阶和项目库建设及区域开发论证提供了基础;完成大量的区域性、专题性研究,如对农业发展模式的摸索等;农业的综合开发试验区初见成效;适应市场经济发展,开展新类别的农业资源调查与区别。如:云南、内蒙、浙江、江苏等地开展了农村经济区划或试点,研究区域的比较优势,优化配置和合理利用资源等。
近年来,部分发达地区农业紧紧围绕农民增收、农业增效和城市区域功能定位,进行了农业结构的战略性调整,农业产业水平持续提高,区域主导产业正在形成。但是,人们认为农业的作用就是生产食品和工业原料,只着眼于以各种技术和手段实现农业的经济功能。事实上,作为社会活动的一个重要组成部分,农业的作用远不止于此。对于
