摘要
党的十七大报告指出:“走中国特色城镇化道路,按照统筹城乡、布局合理、节约土地、功能完善、以大带小的原则,促进大中小城市和小城镇协调发展。”小城镇、大战略,城镇在国民经济和社会发展中占有举足轻重的地位。目前,全国工业总产值的50%、国内生产总值的70%、国家税收的80%、第三产业增加值的85%都集中在城镇。以上充分说明城镇经济在中国经济中的分量是砥柱地位,但若作横向比较与发达国家就差距甚远了,中国的工业化整体水平偏低,农业经济仍然占据了比较大的分量,说明中国城镇化的道路依然艰巨,凸显出来的是城乡经济发展严重不协调和城乡经济关系的不协调,要处理好这样的不协调问题就必须解决好城乡经济发展之间的关系问题。
新华网2010年03月09日新闻《“双向互动”解决城乡发展难题》一文我们可以看出解决城乡经济发展问题的新思路:“双向互动”,加强城与乡村之间的面与面的双向沟通互动,缓和城乡经济发展中的矛盾和不平衡。

ABSTRACT
The 17th national congress of munist party of China said: “walk the path of urbanization with Chinese characteristics, according to urban and rural development, rational layout, saving land, complete functions, with the principle of the great and the small and medium cities and small towns and, promoting coordinated development.” Small towns, and big strategic towns in the national economic and social development in a pivotal status. At present, the national industrial output value of 50%, 70% of GDP, 80% of the state tax, the added value of the tertiary industry is concentrated in 85% of the town. Fully illustrated above the town economy in China is ponent of economic status, but if be parison with the developed countries is very far, China gap, the overall level of industrialization of agricultural economy still low occupy a ponent
