摘要:近年来,中国铁路体制改革问题引起了社会各界广泛的关注,自铁路总公司公司制改革以来,铁总内部22个部门和18个铁路局同时推进改革。现在公司制改革进入最关键的时刻,中国铁路政企彻底分开即日可待。并形成了几种主要的观点。本文在对这些观点进行评述的基础上,重新诠释了中国铁路的特殊性,并以此为出发点,分析重启中国铁路管理体制改革所面临的问题。根据中国的国情以及中国铁路的路情,结合国外铁路改革的共性特征,提出中国铁路改革的基本思路。本文将从多个角度浅层探索中国铁路体制。

Abstract:In recent years, the issue of Chinese railway reform has attracted wide attention from all walks of life. Since the reform of pany's corporate system, 22 departments and 18 railway bureaus have been pushing forward the reform. Now that the reform of pany system has entered the most critical moment, the total separation of Chinese railway and government from enterprises is available. And there are several main points of view. On the basis menting on these views, this paper reinterprets the particularity of Chinese railways, and takes this as a starting point to analyze the problems faced by China's railway management system. According to the national conditions of China and the road situation of Chinese railway, bining mon characteristics of foreign railway reform, the basic ideas of China railway reform are put forward. This article will explore the ownership of China from various angles.
