ABSTRACT
As to countryside,city is one of human being society basic form which way human being inhabited city is prehensive system,which
has many kinds of function means that what effect and duty the city
takes part in politics、economics and function is one of city development main eores,so it effect petition、superiority and rank order of labor every city all improves and promotes their own eity
function in the recent years,every city made some mistakes in being fixed position in city fimction.
In order to promote the level of city function,we must optimize the city of all,we must be defined the position of city with its own city function,SO that we could find direction of city function scholars believed city function is defined by the city character,just like“Cemer of
Economics”、“Center ofPolitics”、“Center ofCulture”and SO position of
city function is a system problem,SO we shall not make city function define by some term like“Center'’ developing ofevery city,every city is different from each other in city GDP、city scale、city location and SO every city function
should be different from each fact,when the manager of city drafted and programmed the direction of the city development,many phenomenon of“Same Definition” example,during the time of“Ninth Five Years”,most city just like Shenzhen、Guangzhou、Haerbin、Changchun、Shenyang defined itselfby “Modernize International City”、“Modernize International Big City”、“International Trade City”、“Modernize International Port City”and SO are also many other problems like those,which is about definition of city function we must define the position of city function,then find out the effective ways and means to optimize city function.
