文档介绍:摘要
目前,城市水安全已成为国际水文界的研究热点,也是我国建设和谐社会的
重要内容。本文以循环经济理论、可持续发展理论、熵理论为依据,针对赣州城
市水安全问题,进行了研究,主要取得以下了成果:
(1)对水安全的国内外研究成果进行了综述,包括水安全的理论和方法,
水安全指标体系的建立、水安全评价的量化方法,指出水安全的研究趋势;
(2)在充分理解城市水安全理论基础上,针对赣州城市水安全现状,分析
了存在问题:速度与质量的处理问题;粗放型企业比重大,污染重;农村面源污
染严重;果业和矿业开发无序,水土流失严重;江河采砂秩序混乱,严重影响城
市取水;城市污水和固体废弃物的处理严重滞后;环境执法不力,“企业违法成
本低”现象严重等。
(3)应用城市水安全的基础理论,运用定性和定量相结合的方法,根据赣
州城市发展与水安全关系,从水量、水质、工程技术、产业发展、生态环境、机
制建设、运营主体等方面进行赣州城市水安全建设,既保证赣州城市的水安全,
也保证城乡社会经济生态的可持续发展。研究表明,此路径水质可行、污染可控、
水量充沛、工程可行、运作有主体和应急有保障。

Abstract
At present , urban water security has e the hotspot of international
hydrology,and is the important content of constructing harmonious society at home.
Based on the circulation economic theory , sustainable development theory and
entropy theory , Ganzhou city’s water security problems are studied , and the
achievements are made below:
(1)On the water security of domestic and foreign research results are reviewed,
including the theory and methods of water secruity,water secruity index system,and
the evaluation of water secruity,points out the research trends of water security;
(2)Based on fully understand the theoretical foundation of urban water security,
in terms of the middle-scale urban water security problem for the status quo about
GanZhou city,analyzes it's forming mechanism and gets: the treatment of speed and
quality problem;the great proportion of the extensive enterprises and heavy pollution;
the serious area-contamination in the rural areas; the disorderly development of the
fruit and mining industry and serious soil erosion; the chaotic exploitation of sand
deeply affecting urban water; the hysteretic disposal of urban sewage and solid waste;
inadequate environment enforcement and the phenomenon of “some low cost on
Corporate illegal manner” and so on.
