内陆保税物流中心及其对区域经济的影响研究

摘要
当前,全球金融危机对我国经济,特别对开放型经济,产生十分不利的影响。
在这种背景下,国务院同意扩大保税物流中心试点,并将一部分保税物流中心设立
在中西部地区,意在加快转变经济增长方式,推进经济结构调整,完善国内产业配
套,保税物流中心的建立对改善内陆地区的投资环境、促进内陆地区经济的发展意
义重大。
本文从保税区理论和区域经济理论入手,为论证内陆地区保税物流中心对区域
经济的发展提供了理论基础;然后阐述了我国保税区发展的历史、现状和未来的趋
势,对内陆地区具有生产要素成本、保税物流中心区位选择条件、当地经济状况等
方面的分析得出了在内陆地区发展保税区的可行性,提出在现实世界经济环境下,
目前正是大力发展内陆保税区的良好时机,并且应该着重发挥武汉和重庆这两个地
区的河港优势;接着从保税物流中心的基本功能出发,分析了这些功能是如何带动
出口加工业、对外贸易、物流行业的发展,然后又分析这些行业带动区域经济的发
展的机理,从而确定在内陆设立保税物流中心是有利于区域经济的发展。
由于内陆保税物流中心才刚刚成立,没有相关可靠性数据研究,因此我们选取
了保税区中具有代表性的上海外高桥保税区的相关数据,通过分析对比,发现在保
税区成立初期,对外贸易占经济总量比重较小,对周边经济的影响较小,而此时投
资却对保税区的带动作用较大,因此在保税区成立初期应将重点放在对投资的吸引
上。

Abstract
Now the global financial crisis influenced nearly all the economic entity, resulting in
a very adverse impact especially on the countries just like China whose GDP mainly focus
on the manufacturing export. In this context, Chinese government tried to extend the
Bonded Logistics Center (B-) areas, especially including some of the BLCs established in
inland, to speed up the transformation of economic growth, to promote economic
structural adjustment, and to improve the matching of domestic industries, the establishing
of the Bonded Logistics Center intend to improve the investment environment in inland
and has the great significance in the promotion of inland regional economical
development.
This thesis starts from the Bonded Zone and regional economic theory which treated
as the basic theory to verify the Bonded Logistics Center has positive impact on the
regional economic development; and then introduce the history of the development of
China’s Bond Zone, the status quo and future trend, after analyzing the factor cost, the
selection criteria of the Bonded Logistics Center’s location, the local economic situation,
