定。
二、公司的管理职责与权限
负责研究确定年度公司方针、工作方案和主要经济指标，负责对各事业部目标任务确实定并对各项工作的落实进行组织、领导和检查、考核。
1、生产管理：根据市场需求，编制生产方案，适时下达产品、产量、开停车、停产、限产等调度令。
2、经营管理：负责原、辅材料供给、产品销售、仓储、资金回
收、物流等。
3、平安管理：负责研究确定平安管理目标和平安措施方案，组织开展专项活动和平安检查，组织平安评价和验收，负责对平安事故的调查处理等。
4、设备管理：负责研究确定设备更新改造、年度大检修方案、组织设备大修、招标采购和防腐保温，负责对中等以上设备事故调查处理等。
5、财务管理：负责资金统一调配使用、筹资融资、资本运作、本钱预防控制、节能降耗、财务审计、利润分配、增资扩股、资产处置等。

9、劳动、人事、工资管理：负责人事调动、录用员工，研究确定工资调整方案、绩效考核工资，劳动合同的签定、解除、终止，员工的调入、调出、辞退、惩戒，查处干部失职违纪问题。授予事业部级集体和个人荣誉称号。负责推荐市、省、国家级的各类奖励和荣誉称号。

三、事业部管理职责与权限
负责公司各项决议、指示和目标任务在本单位的贯彻落实，对所属单位目标任务和各项工作进行分解、实施、考核。
1、生产管理：负责贯彻落实公司下达的年、季、月生产方案；组织生产，检查和考核所属工段生产任务、工艺指标完成情况；处置生产问题，协同负责安环部对平安事件进行调查和分析，提出处理意见上报公司批准。
2、设备管理：负责组织实施设备中、小修、和更新改造〔涉及外协的工程由公司协调处理〕，检查和考核所属工段设备方案检修、设备润滑、现场管理、防腐保温等目标任务落实情况，处理设备问题，对设备事故进行调查分析，提出处理意见上报公司批准。根据公司规定，参加由招标办的设备招标采购会议。
3、经营管理：按公司统一方案和要求进行生产管理。
4、平安管理：负责组织实施平安措施工程，开展日常平安教育、培训、检查和隐患整改，考核所属工段平安目标责任制、制度落实情况，起草应急求援预案，报公司研究确定后定期组织演练，对平安事件组织调查分析，提出处理意见上报公司批准。
5、环保管理：负责组织实施环保措施和环保治理工程，检查和考核环保措施、环保制度等落实情况，对环保污染事故调查分析，提出处理意见上报公司批准。

10、党务和文明建设工作。组织实施绿化、美化、硬化和“三室一景〞建设工程，开展思想政治工作和专题活动，做好综合治理工作。基层党支部做好组织开展工作，负责对开展对象确实定、培养、教育、考察、审批工作；基层党支部开展党员审批须报公司党委。基层党支部负责对党员的教育和管理，决定对党员的奖惩。在管理权限内授予先进工段、先进班组、先进个人荣誉称号。
