【摘要】河道是城市发展的重要基础,也是人类赖以生存和发展的物质基础之一,但是人类长期在对河道的使用中却带来众多的弊端和危害,不仅对河道资源造成了浪费,也破坏了生态环境更损害人类持续发展的长远利益。在与城市河道资源的共处中,人类如何与之和谐共处,正确利用和开发,本文将就此展开探讨。

[ Abstract ] the river is an important foundation for the development of city, also is the human survival and development on the basis of the material, but long-term human on the river use has brought many disadvantages and harm, not only on the channel resource waste is caused, also destroyed the ecological environment more damage the long-term interests of human sustainable development. In the city the coexistence with the river resource, human how to coexist in harmony, correctly use and development, this paper will discuss.

一、当前城市河道管理中存在的问题
河流是城市基础设施的重要组成部分,更是城市居民赖以生存和发展的重要基础,关系到城市经济的可持续化发展。但随着城市化进程的不断推进,构建和谐水环境已成为提升城市竞争力,提升城市品位,促进经济发展的重要战略之一。近年来对河道的管理受到了有关部门的高度重视,河道整治与管理,经过多年的努力,无论从功能上,还是从景观已经发生了根本性的转变,防洪和排水
系统是完整的,水环境正变得越来越美丽。但也存在一些问题:
(一)防洪标准能力差
当前在不少沿海城市中,其河道在不同程度的呈现出堤身单薄,抵御洪水能力差,防洪标准与国家规定不相符,尤其是在雨季和汛期更是存在较大的隐患,严重威胁着城市居民的生命财产安全。如2012年从5月12日早上开始,2010年以来最强降雨袭击南昌,城区许多路段顿成泽国,造成严重的交通拥堵,大量街道房屋、店铺等被淹,嫣然成为了东方水上威尼斯,更有几名市民两个小时抓了三筐鱼,这充分说明了当今在城市的开发中,城市河道的防洪,排水能力在逐渐下降。
