A SMOOTH TRANSITION TO THE NEW CONDITIONS OF
REMUNERATION
In accordance with the resolutions at the Twenty-Fourth munist Party Congress, an extensive program of improvements in public welfare is being implemented in the Ninth Five-Year Plan. One of the major measures in this area is the introduc- tion of new conditions of remuneration for those working in productive sectors of the economy; this means an increase in the minimum wages for workers and executives in the productive sectors, with a simultaneous increase in wage rates and salaries for those in medium pay categories.
The transition to new conditions of remuneration increases the importance of the rate system, improves the establishment of output norms, and gives the workers a greater interest in increased productivity and better product quality.
Ferrous metallurgy enterprises anizations in the Far East, the Far North, Siberia, the Urals, the European North, Kazakhstan, Central Asia, the Volga region, the Volga-Vyatka district, the Donbass, and the Rostov oblast, were converted to the new conditions of remuneration during 1973-1974. During this period a total of 153 enter- prises and anizations, with a total industrial-production work force Of 850,000, or % of the total indUstrial-production work force in the industry, went over to the new conditions of remuneration.
The increase in the average monthly wage in these circumstances was 8-13%. Thus, in 1974 the average monthly wages of industrial-production workers at the Sinarsk Tube Plant rose by % compared with 1973; the increase at the Uzbek Metallurgical Plant was %, % at the Western Siberian Metallurgical Plant, and % at the Magnito- gorsk bine.
Compared with December,1973, the average monthly wage of industrial-production workers in December,1974 had risen by % at the Kommunarsk Metallurgical Plant, by % at the Ii'ich Plant, and by % at the Khartsyz Steel-Rolling Mill. The aver- age monthly wage
