国有资本投资运营公司的建立有利于政企分开、促进混合所有制改革和优化国资布局结构, 有利于完善国有企业的法人治理结构。国有资本投资公司和国有资本运营公司在功能设置、投资对象、运营模式和建立方式上都存在差异, 应结合国有企业分类改革来建立不同类型的国有资本投资运营公司, 政策类国有资本投资运营公司投向公益类国企, 商业类国有资本投资公司投向商业二类国企, 商业类国有资本运营公司投向商业一类国企。

Abstract:
The establishment of state-owned capital investment and pany is conducive to the separation of government and enterprise, promoting the reform of mixed ownership system and optimizing the layout of state-owned assets, which is conducive to improving the corporate governance structure of state-owned enterprises. State-owned capital pany has the difference with state-owned capital pany in the function setting, the investment object, the operation mode and the establishment way.
