·······················································································································································································································································、生活区的安全及卫生控制································································································································29第八章环境保护措施························································································································································································································································································································································································30第九章文物保护及文明施工措施·······················································································································································································································································································································································································································································34第十章拟投入的施工机械设备及保证措施······································································································································································································35第十一章项目风险预测与防范,事故应急预案······························································································································································································································37:..(1)《内河通航标准》(GB50139-2004)(2)《内河助航标志》(GB5863-93)(3)《内河助航标志的主要外形尺寸》(GB5864-93)(4)《航道整治工程技术规范》(JTJ312-2003)(5)《浮标》(JT/7004-79)(6)《浮标锚链》(JT/T100-2005)(7)《航标灯通用技术条件》(JT/T761-2009)(8)《水运工程质量检验标准》(TJ257-2008)(9)《水运工程测量规范》(JTJ203-2001),全长约128km,按通航300t级船舶的内河Ⅴ级双向航道标准建设。航道标准尺度为有效宽度40m,,最小弯曲半径260m。设计代表船型为300t级内河船舶(××-,船长×型宽×满载吃水,下同)。工程建设主要内容包括筑坝工程、疏浚工程、航标工程及支持保障系统等。本标段工程内容包括:①航标工程。河段按一类标进行配布,,。,,;同时,配置2套航标维修设备;②交叉工程。在和两座桥梁共设置4座桥梁净空提示牌。1:..×20m×120m(水深×船宽×弯曲半径),属Ⅶ级航道,配布一类航标。全线配布航标226座,其中,岸标37座,水标189座。岸标中,砖石结构塔标13座,钢质杆形标24座。。该河段航标大部分都在1990年以前,现大部分已超过使用年限,标志残旧,且规格不一。目前,整治河段的航标由航道局维护管理,航道局下设分局和分局,工程实施后,随着航道级别的大幅度提高,需要对中游沿程原有航标进行重新建设或改造。整治河段全程按内河一类进行配布,配布的航标夜间全部发光。白天,船舶能从一座标志看到次一座标志;夜间,船舶能从一盏标灯看到次一盏标灯,构成昼夜通航的可视航标链。,全长128km。其中至,长约45km,一般河宽200~400m,河床多为沙质,间有卵石,‰。。在上游右岸逐渐出现台地,左岸仍为山区丘陵。河段内沙质浅滩连绵不绝。汇入支流主要有。至,长83km,一般河宽400~800m,河床为沙质,‰,两岸为平原,设有堤防。河道江心洲众多,汇入支流主要有、。×20×120m,设计最低通航水位保证率95%,重现期5年,配置一类航标,通航50t船舶,属于Ⅶ级航道。2:..水文、泥沙(1)水文特征水文站具体包括文站、水位站、水文站和水位站,,各站均有几十年以上的观测资料。二站历年最大径流量分别是278亿m3、357亿m3,、;历年最大流量分别为9560m3/s、10900m3/s,、。河段内汛期一般为4~6月,洪峰大多出现在6月,11月至来年1月为枯水期,水位过程具有陡涨急落的特点。(2)泥沙特征泥沙主要来自上游山地和沿河两岸的陆相泥沙。一般而言,丰水年含沙量大,少水年含沙量小;洪水期含沙量大,枯水期含沙量小;上游建水库前含沙量大,建水库后含沙量小。是泥沙较少的河流,据站资料统计,,。含沙量年际变化和年内变化均较大。。下面主要根据气象观测统计资料分述如下:(1)气候特征河段地处南亚热带湿润季风气候区,气候温和,春寒夏热,秋燥冬冷,夏冬长,春秋短,四季分明,雨热同季,季风气候十分显著。冬季受蒙古或西伯利亚冷高控制,盛行西北风,天气寒冷少雨;盛夏多为太平洋副高控制,盛行西南风,天气晴热多雨;春夏之交,冷暖气团常交汇于境内,形成梅雨连绵;秋季常受变性高压控制,形成秋高气爽的晴朗天气。夏秋季偶有台风侵袭。(2)℃,℃,极端最低温度-℃;℃,℃,极端最低温度-℃。河3:..(3)降水市多年平均降雨量1894mm,最大年降雨量2757mm,最小年降雨量970mm;市多年平均降雨量1819mm,最大年降雨量2651mm,最小年降雨量1026mm。、地质(1)地形地貌流域地势东北高、西南低。地形地貌主要以剥蚀丘陵地貌及冲积平原为主,地势起伏变化较大;主要以岩质岸坡为主,山间沟谷发育,沟谷出口岸坡主要以冲洪积层土质岸坡为主,地表自然排水条件良好。流域内丘陵地较多,高程在500m以上的山区约占全流域面积的8%,500~50m之间的丘陵地约占78%,50m以下平原约占14%。(2)地层岩性流域的区域地质,上中游以下古生界地层较发育,上古生界地层及中,新生界地层分布较少。古生界地层多为变质或轻变质,主要有长石石英砂岩、粉砂岩、片岩、页岩等。石灰岩多见于和平、连平、新丰、龙门等地。即新丰江、增江上游及干流两岸地区。中生界侏罗系中下统地层分布于干流及秋香江,为砾岩及砂页岩。上统地层在惠阳以南以及西枝江一带,从西到东广泛分布,为火山岩的英安斑岩、安山玢岩、凝灰岩等。白垩—下第三季红色砂岩层分布于龙川、等处,多呈盆地沉积、丘陵地貌。燕山期花岗岩在流域内的分布,除岩体作东西展布之外,散布各处,但与断裂构造仍有密切关系。(3)地质构造与地震据《中国地震动参区划图》(GB18306-2001),工程河段相应地震基本烈度为Ⅻ。从历史文献查证,流域历史上发生过最大的地震为1962年3月19日地震,震中位置在断裂与其他断裂交点上,,强震后余震达数万次,至今不息。4:..,将以最快的速度组织人员、机械进场。计划于2011年5月份开工,在2011年12月份全面竣工,总工期历时8个月。,本航标工程选择在枯水位施工,同时注意合理安排,减少施工对航道及岸坡的影响。航标工程可采取分区分阶段施工,各个施工点合理安排。(1)在施工机械布置、材料堆放及钢筋、模板加工场地要合理安排。航标、标路施工点分散,受水位影响较大。施工进场后,首先对施工场地进行清理,并着手进行临时设施的建造,要保证三通,然后以最快的速度搞好施工辅助设施、加工场地等建设,同时布设测量施工基线等准备工作,为下道工序施工创造一切有利条件。(2)结合水位情况合理安排各项施工。)混凝土:塔标等混凝土结构物施工时,可采用定型模板,人工散拼,现场人工拌合混凝土浇筑。2)提示牌安装:提示牌安装必须在工程将要完工、验收之前才可以进行,利用预埋的螺栓进行固定,防止被盗及损坏。3)由于航标工程点多,线路长,受水位变化影响较大,且具有较强专业性,因此浮鼓、桥梁净高提示牌等由专业生产商制作加工并安装调试;塔标、标路等土建项目由我司人员自行施工,可制作多套模具,流水作业。5:..施工顺序及总体流程航标工程:航标制作→航标定位→航标施工→检查验收(1)施工流程图航标制作加工塔标基础、标路施工塔标砼浇筑、、布置依据1)根据招标文件、设计图纸及现场勘探所了解到的情况。2)严格执行国家及行业的有关规程、规范。3)根据本工程施工特点及布置条件,合理进行施工场地布置。)充分利用业主提供的场地。2)交通便捷,有利于施工。6:..)施工现场文明整洁,整齐有序。4)确保工程顺利快速实施,满足进度质量要求,杜绝安全事故。,结合现场勘探所了解的情况,进行具体的施工总平面布置。由于本工程业主不提供临时设施,临时设施由施工单位自行解决。我单位经仔细研究本工程地理位置之后,拟在观音阁附近租用当地民房或空地自建生活临时设施,占地约800m2,生活临时设施包括工程项目部、会议室、堆料场、停车场、宿舍、食堂、浴室、卫生间和娱乐室等设施,能满足本工程施工管理人员的生活需求。详见附图一:施工平面布置图。(1)临时便道由于租用当地空地拟建生活临时设施,所以需要修建一条进场的临时便道,并与现有公路连通。(2)施工用水1)生活用水生活用水采用自来水,可在当地自来水网寻求接驳口。2)施工现场用水现场用水主要是修建塔标、标路时所需的混凝土拌合、养护用水。可以通过业主指定位置驳接自来水或取江水。(3)施工用电1)生活用电生活用电接驳当地民用电网,使用民用电。2)现场施工用电在业主可以提供电源接驳点的施工区域,可按业主指定位置接入电源,有偿使用。在业主不能提供电源接驳点的施工区域,则采用发电机供电。为此我单位7:..3台,确保满足施工用电。)根据本工程的特点,项目经理部将选派具有航标工程和类似工程施工经验的管理人员组成施工团队。2)根据工程规模和特点,项目经理部拟定采用直线职能式的管理模式,设施工管理部、工程技术部、设备材料部、经济合约
