(A)preferentialpoliciesonlandacquisitionThenewprojectsintheabove-mentionedfourcategoriesinourcounty,basedonlandcosts"afterthefront-endawards"principle,enjoythefollowingpreferentialpolicies: 1,Landacquisitioncostsretainedatthecountylevel(includinglandtransferpayments<deductingthepartoftheold-ageinsurancepeasants>,upationtax,deedtax)areaftertheimplementationofaone-timefront-(excludingthegroundfixtures,pensation),areafterthefront-endfeesforlandrequisitionaward,whichareputintooperationbythecountylevelretainedpartofthetotaltaxamountofacertainpercentagepaidbytheenterprise,thespecialcategoryprojectsby60percent,thesecondcategoryprojectby50percent,thethirdcategoryprojectsby30percentuntiltheawardrunsout 2,Theunitsenjoyingthepreferentialpoliciesoftheprojectsarenotallowedtochangethelanduseorlease,transferoftheland,suchastheexceptionalitemschangesarerequiredtobeappliedtothelandmanagementdepartmentsatthecountygovernment’,transferofland,theynolongerenjoypreferentialpolicies. (B)PreferentialtaxpoliciesIfthenewprojectsintheabove-mentionedfourcategorieshavenolandacquisition,intheshort-term"zerotax"principle,theyenjoythefollowingpreferentialpolicies: 1,Value-addedtax:Underthecurrentrevenuesystem,value-addedtaxatthecountylevelretainedpartisusedasthefinancialfront-endawardsforthreeyearsonthecounty’sannualbasis 2,etax:Underthecurrentsystemoffiscalrevenue,etaxatthecountylevelretainedpartofthecountyonanannualbasisafterthefinancialfront-endawardsisusedasthewayofincentivesfor3years. 3,Traveltax,urbanconstructiontax,propertytax:Accordingtotheannualcountyfinancialincentivesintheformofbusinesswithin2yearstheamountwillbepaidinfullonrewardingenterprise,topromoteenterprisedevelopmentandgrowth.
