目前而言,工程造价系统管理执行过程中,经常会在实践中出现“三算三超”的现象,即概算高于估算、预算高于概算、以及决算高于预算的统筹掌控范畴超标的现象发生,影响了最终项目经济效益与社会价值的变现成果。此外,在追究实际责任归属时,也难以追究或落实到具体单位或个人因素上,仅能采取控制、改进举措加以调整,而其目的也是尽量避免投资成本加剧的被动局面发生。因此,工程造价管理首要做的工作就是查明综合因素、立足实际、尽量控制人力、财力、物资等组织因素,以此才能在实践项目管理造价控制中去完成建筑投资市场经营体制下的改革深入,使建筑产业发展要求与市场需求实现协调、有机结合,从而才能真意义上使
