改革开放 30 年,中国的城市面貌发生了巨大的变化。随着城市规模的不断扩大, 城市空间的不断扩张,行政中心进入了前所未有的建设高潮。行政中心作为城市中重要的建筑类型,它外部空间环境的构成和表现将极大地影响到城市空间的整体发展, 在城市空间中占主导地位,起着举足轻重的作用。因此,行政中心广场成为城市空间中重要的空间形态,越来越引起人们的注意。
本文通过对中西方行政中心历史发展演变过程的分析,指出现代行政中心外部空间的发展正逐渐从封闭走向开放,从威权走向民主,从管理走向服务。但在实际建设过程中依然存在许多问题:过分强调建筑自身的设计、行政中心广场规模太大而缺乏场所感,缺乏对人文尺度的深入了解和应用,缺少对城市空间整体性把握。论文从行政中心外部空间的理论界定、构成因素、营造方法展开论述,指出空间的产生是源于人们对空间的参与和体验。通过对现阶段国内行政中心外部空间设计存在问题的分析, 提出现阶段设计中我们应该遵循的原则和方法。指出,好的行政中心广场空间就是一个人们愿意停留,愿意参与的空间形态,是人的活动场所。
通过对锦州市行政中心广场设计项目的研究,阐释现代政府广场设计中展示本民族文化传承的可能性,试图发现并总结国内政府广场设计中可用的传统语言与手法。最后结合对锦州市行政中心广场景观设计项目的实践,站在国内设计师去设计具有时代特征、符合本国文化背景和传统审美理念的现代城市政府广场空间,期望通过对政府广场设计理论与实践的研究,为今后类似的设计项目提供参考。

Abstract
The look of Chinese cities has changed a lot in 30 years of reform and opening-up. With the increasing expansion of city scale and space, the administrative center es an unprecedented upsurge of construction. As an important architectural type, the structure and performance of outer space environment of the administrative centers will greatly affect the overall development of the urban space, from which it can be seen that administrative centers are dominated in urban space and play a pivotal role. Therefore, as an important spatial pattern, administrative center square attracts more and more attention.
Based on the analysis on the historical development and evolution processes of Chinese and western administrative centers, this article points out that the outer space of modern administrative centers gradually develops from close to open, from authoritarianism to democracy, from management to service. But there are still many problems in actual construction. For instance, emphasize the design of the architecture excessively; the administrative center square lacks a sense of place due to the large scale; lack the deep understanding and application in humanistic size; lack the overall grasp of the urban space.
