With the speeding up of globalization progress, especially after China's accession to the WTO, talents e the world's most important strategic resources. High-level overseas talents are the symbol of advanced knowledge and science. Whether Zhejiang province can do a good job in the introduction of high-level overseas talents has very important significance on adapting to petition of domestic and international, developing high-tech industry and improving the internationalization of high-level talents of Zhejiang province.
This paper stated the main characteristics of high-level overseas talents based on the demographic, economic and social indicators, and pare of characteristics of high-level overseas talents internal and external Zhejiang province. Some references and related government websites were also been viewed to summarize and analyze their expectations and demands for working in Zhejiang province. Moreover, the experience of talents introduction program of the developed countries and other provinces and cities in our country were learned to well understand the present situation and basic policies of the high-level overseas talents introduction program and to analyze the effectiveness and deficiency of policy measures; the coping suggestions were put forward based on the faced problems at last. These suggestions were as the follows: developing prehensive environment of high-level overseas talents introduction from the aspects of ideas, policies, services, and system constructions; broadening the trench of high-level overseas talents introduction; increasing financial support; reducing the threshold of the high-level overseas talents’ accession into the Haichuang Park; establishing the specialized talented person development fund; satisfying the reasonable requirements of high-level overseas talents; encouraging and supporting enterprises to play the main body roles; establishing prehensive incentive mechanism; Setting up the dynamic mechanism of hig
