摘要
在新知识经济时代,科技型小微企业作为科技创业中最具创新能力和发展潜力的群体,在促进我国经济发展、扩大社会就业、推动技术创新、优化产业结构、提升综合竞争力、鼓励企业家创业成长等方面发挥着重要作用。吸引、鼓励和扶持科技型小微企业已经成为世界各国推动区域经济发展和区域创新能力的路径选择和政策导向。但由于我国长期积累的结构性问题突出,经济下行压力加大,企业生产经营困难,科技型小微企业的发展更是举步维艰。为了促进科技型小微企业快速健康的发展,一方面需要提高企业自身核心竞争力,另一方面需要为科技型小微企业营造良好有序的成长环境。因此,有必要深化对科技型小微企业成长环境的探讨与研究,科学识别最具影响力的环境因子,对于优化我国科技型小微企业的发展政策,促进其健康和持续发展都具有重要的意义。
本文以我国科技型小微企业为研究对象,分别从法律政策障碍、融资困难问题、技术支撑薄弱、社会服务不足及人力资源匮乏五个维度归纳了我国科技型小微企业发展中存在的主要问题。在此基础上借鉴已有的科研成果和理论体系,从间接环境和直接环境两方面对科技型小微企业成长环境进行评价分析。间接环境是指不直接作用于企业,但对企业成长具有长期、非线性引导和制约作用的外部环境因素,包括法律与政策环境、社会服务环境、经济环境和产业环境等;直接环境是构成企业生产要素和经营活动的环境,包括基础设施环境、融资环境、技术创新环境以及人力资源环境等。运用现代经济理论和层次分析法(AHP)对科技型小微企业成长环境进行了评价分析,构建了科学的、可操作的评价模型,为其创造良好的成长环境提供理论参考。
本文认为,对科技型小微企业成长影响最大的间接环境是法律政策环境和经济环境,对其影响最大的直接环境是人力资源环境和融资环境。在比较分析北京、江苏、浙江、陕西四地区科技型小微企业的成长环境的基
础上,最后提出了优化我国科技型小微企业成长环境的建议。

In the era of knowledge economy, science and technology-based small-micro enterprises as the most innovative technology entrepreneurship and development potential of groups, play an important role in promoting China’s economic development, expanding employment, promoting technological innovation and optimization of industry structure, petitiveness and encouraging entrepreneurial growth.
