改革开放30多年以来,济南市经济飞速发展,创造了一个个奇迹,城市化水平也不断攀升,2013年底已经达到了66%以上,尽管济南市的财富分配政策一直在不断地改进,但是城乡居民收入差距问题并没有明显的改善,而且有着逐渐扩大的趋向。城乡居民的收入差距问题,已经成为济南市建设美丽泉城,实现城乡统筹发展,促进社会和谐安定,早日实现中国梦所必须解决的问题。
本文在介绍了选题的意义的基础上,首先,对新型城市化影响城乡收入差距的相关理论进行了引述和描述了济南市城乡居民收入差距的演化趋势及初步剖析。其次,对造成济南市城乡收入差距的原因进行了仔细认真的分析。各种因素的综合作用造成了济南市城乡居民的收入差距问题,其中最关键的因素是城乡分割的二元经济体制。同时与二元经济体制相关的那些政策和体制因素,也致使济南市城市和农村地区的收入差距不断被拉大。然后,对于此种状况结合新型城市化建设对减小济南市城乡居民收入差距提出了部分建设性建议。最后,运用综合概括法、文献研究法将理论与现实相结合,得出本文的结论:虽然济南市政府付出了很大的努力,城乡收入差距的问题也取得了一定的成效,但是由于有限的财政能力和其他经济体系的束缚,城乡收入差距仍在扩大。因此为使城乡居民收入差距能够逐步缩小,济南市政府必须采取更加切实可行的措施,彻底打破二元经济问题,真正为农民增收,努力缩小城乡差距。
