The next article is drawn from CGA Magazine. It is by David Hume who is a researcher at the Centre for Collaborative Government. Hume talks about the meaning and potential impact of the move from pliance-oriented system of control in government to one based on accountability for results.
As the article makes clear, moving to results-based measures is quite challenging. The first major challenge is to determine what the meaningful results are for any given government program or service. The article provides the example of adding MRI machines to a health region. It would be fairly easy to measure such input factors as the capital and operating costs of the machines, an output factor like the purchase of six MRIs, and e factors such as the number of patients using each MRI per year.
But none of this really gets at a meaningful result. In the end, one of the main objectives of adding MRIs was to improve the health of patients. So accountability for results should be looking at such factors as mortality and morbidity. To such factors need to be added quality of life factors — sometimes measured in QUALYs — quality of adjusted life years — as well as the satisfaction of patients (for example, are they happier when they get an MRI diagnosis much more quickly than before).
Even then measuring results is not so simple. As Hume points out, many of the re
