摘要:由于大众传媒的自接性、迅速性和广泛性,它能为政策制定创造良好的公众支持环境,从而扩大政策诉求群体,提高政策问题的认知程度。本文选取了大众传媒对公共决策的影响这样一个角度,就目前在我国的公共决策过程中,由于在某些方面单靠政府的力量去进行决策工作,忽视了大众传媒和公众的作用,导致了决策后出现了一系列问题而进行的探讨。同时,要解决目前我国公共决策过程中存在的问题,只有在决策主体、大众传媒与公众之间建立一个有效互动网络,使三者的优越性都得到充分发挥,从而逐步形成政府、大众传媒与公众协调统一的局面,才能在真正意义上确定公共决策的基本范围和方向。

Abstract: Because populace media from meets the nature, rapid and widespread, it can support the environment for the policy formulation creation good public, thus the expanded policy munity, enhances the policy question the cognition degree. This article has selected the populace media to public policy-making influence this kind of angle, at present in our country public decision-making process, because only depends on the government in certain aspects the strength to carry on the policy-making work, has neglected the populace media and public's function, after caused the decision-making to appear the discussion which a series of questions carried on. At the same time, must solve the problem which in the present our country public decision-making process exists, only has between the policy-making main body, the populace media and the public establish hesan effective work, enable three superiority all to obtain the full display, thus gradually forms the government, the populace media and the public coordinates the unification the aspect, can determine public policy-making in the true significance the basic scope and the direction.

在现代国家中,大众传媒是公众和公共政策之间的一个极为重要的中介因素。在西方,无论是政府、政党还是利益集团和公众,都经常性地利用大众传媒,或是推行其政治主张,或是宣传其候选人,或是表达其利益要求。正是在这个意义上,大众传媒成为民主政治正常运转的不可或缺的一个环节。大众传媒、公众和公共政策之间的关系也因此成为政治传播学的主要研究对象。在当代中国,随着经济改革的发展和社会转型的加速,大众传媒对公共政策
