摘要:事业单位承担了历次机构改革的成本。未来十年,事业单位人事制度改革将坚持科学化、民主化、制度化的改革方向。作为人事改革中不可回避的且必须迎头面对的人员分流将成为重中之重。本文试图从事业单位改革人员分流政策特点分析,阐述人员分流应坚持的原则。再分析我国事业单位人员分流不可避免的话题之一——面临的阻力,通过对此进行剖析,并试图找出解决阻力的办法。
总之,我国事业单位改革人员分流的尝试应在综合国情的基础上,开辟一条新路子。

Abstract:Public sector shall bear the cost of the various institutional reform. Over the next ten years, the institution personnel system reform will insist on scientific and democratic, institutional reform direction.
