The valuable experience, obtained from the innovation of government management system in Chongqing Liang Jiang New Area has a strong forward-looking. The key and difficult point prehensive reform of Liang Jiang New Area is the administrative reform. Through the administrative reform, it is not only useful to eliminate the constraints imposed by the present institutional obstacles in the further development of Liang Jiang New Area’s economy and society, but also helpful to improve petitiveness of Liang Jiang New Area and remain invincible in the petition. The following discussion is about the path selection of the local government system reform and the profound impact on the exploration of development model of national New Area in the future. Based on the description of current situation and problems in Chongqing Liang Jiang New Area’s administrative system, this paper generalizes the administrative reform experience of Pudong New Area and Binhai New Area, and seeks e up with some targeted strategies for the administrative reform of Liang Liang New Area. The paper can be divided into four parts:
The first part mainly expounds the research background and significance, and reviews the Development Zone’s administrative system reform as well as the Liang Jiang New Area’s current situation of administrative system. This part also defines the basic concepts and introduces the theoretical basis, then puts forward the research questions.
The second part summarizes the development of Liang Jiang New Area, current situation and problems of administrative system.
The third part is about the inspiration enlightened by the administrative reforms of Pudong New Area and Binhai New Area. On the basis of discussing the administrative reform models of Pudong New Area and Binhai New Area, this pares the administrative systems of these three New Areas, and then analyzes the inspiration of Pudong and Binhai to Liang Jiang New Area.
