摘要
著作权管理是保障广大著作权权利人创作热情和自身利益的重要手段。卡拉OK歌曲的著作权管理作为当前的社会热点问题,受到社会各界的普遍关注。近期文化部和版权局分别出台了各自的卡拉OK著作权管理办法和收费机制,但二者同时受到了消费者、行业协会以及学术界的强烈质疑。中韩两国随着国际交流和贸易往来的深入,在著作权经济领域的联系也日益密切,但是,国家间在卡拉OK歌曲著作权管理模式上有所差异。近年来,中韩两国关于著作权等知识产权方面正在进行自由贸易协定的商谈与合作,希望在互相学习与彼此融合中达成知识产权经济交往的共识,实现共赢。
本文在此背景下,选择卡拉OK歌曲著作权管理模式的中韩比较,首先,在全面阐述两国著作权基本法律概念的基础上,对KTV作品著作权的法律属性进行分析,对中韩集体管理组织在卡拉OK著作权管理中的作用和存在的问题进行了研究,以及对于中韩著作权收费问题进行比较研究,并分析中韩两国的共同点与差异点,指出了我国卡拉OK歌曲著作权管理模式目前存在的问题,提出了对中国卡拉OK著作权管理和收费模式的对策及方案。

Abstract
Copyright management is to ensure the copyright holder of passion and creation of their interests, and important means. Karaoke songs for the current management of the copyright of the hot social problems, by all circles of the society universal attention. Recently the ministry of culture and copyright administration issued the respective respectively karaoke copyright management measures and charging mechanism, but both also was consumers, industry associations and academics of great skepticism. The two countries with munication and trade development, economic field in the copyright of the contact is increasingly close, however, countries in the karaoke songs copyright management model different. In recent years, the two countries' copyright about intellectual property is free trade agreement negotiations and cooperation, hope to learn from each other and each other in the fusion of intellectual property economy reached with the consensus, realize a win-win situation.
This article in this context, the choice karaoke songs copyright management mode of parison between China and South Korea, first of all, in the thesis discusses the two countries copyright basic legal concepts, on the basis of KTV works copyright law attribute analysis, China and South Korea to collective anization in the karaoke copyright management of the functio
