存在的一般性问题进行捺讨。同时围绕社会主义新农村建设和农村城镇化规划现状,对社会主义新农村建设涉及的环境影响评价问题开展研究,尤其针对乡镇级总体规划制定过程中的环境影响评价问题,论文以天津市北股区工业型城镇商堤头镇总体规划环境影响评价为例,探讨新农村建设形势下我罔现行环境评价法律制度、评价程序以及评价基本方法等遇到的挑战,井就应对这些挑战分别提出了多项修改建议和制度设计构想。因堤头镇总体规划巳经实施,实践证明规划环境影响评价对于构建社会、经济、环境相协调的和谐城镇起到了很好的作用。
