我们必须维护秩序和稳定,但也不应抹杀探索、试验和表达意见的自由。作为年轻的学者,你们比任何人都更清楚地知道,在国家的发展中,知识和科学有着举足轻重的作用。应当把科技专门知识用于全社会的发展和保障,既要为少数人带来更大的财富,又要使全体公民感到更加安全,更加富裕。
