2009 is the 60th anniversary of the founding of the People’s Republic of China. In the past 60 years, China’s rule of law has experienced three stages: first, creation during the era of the founding of New China; second, disastrous destruction during the period of the “Cultural Revolution”; third, innovative development after reforming and opening up. Through 60 years of strenuous exploration, munist Party of China (CPC) and the Chinese people have realized profoundly that abandoning idea of the rule of law will result in disorder in this country while promoting the rule of law will bring prosperity, and have ultimately found the way to the development of rule of law that is consummate to China’s realities -- the rule of law in a socialist society with Chinese characteristics. The Chinese people will unswervingly go along this way.
2009 is the toughest year for China’s economic development since the new millennium, and in this year many types of social contradictions have emerged. Under the solid leadership of the CPC, new progresses were achieved in the development of the rule of law, which played an important role in ensuring economic development in a smooth and relatively faster manner and in maintaining social harmony and stability.
