论工程造价与成本控制
摘要
造价管理它是以降低成本为宗旨的一项综合性管理工作。成本管理是建筑企业经营管理,企业管理进而演变成企业竞争力的手段,本文就建筑施工企业的造价管理与成本控制发表几点看法。设计变更和工程签证是工程变更的两种表现形式。设计变更是设计单位对原设计图纸进行修改,所以内容责任都少有争议。所以在这里我们针对争议比较突出的工程签证作为着手点重点研究。
工程签证是施工单位与建设单位两方达成一致意见的合意行为,通常办理签证的情形很多,包括延期开工、延误工期、调整价款、设计变更、程量增加确认等等。现阶段在我国,承包人通常低价中标承接工程项目,在建筑行业竞争愈加激烈的今天,工程利润越来越低。承包人必须坚持“低中标、勤签证、高索赔”策略,应该运用签证来降低风险、实现盈利,通过增加索赔项并办理好签证来提高工程总价款。
