摘要利用博弈论理论和方法分析了在现有制度条件下农村信用社管理人员和政府监管部门之间关于

农村信用社风险监控的博弈, 得出了管理人员将会在监管约束的剩余空间内最大幅度的冒险、寻租; 政府部门
对管理人员的制度约束系数λ和信用社贷款规模 D 成正相关, 要求随着贷款规模的扩大, 加强制度约束; 同
时, 制度约束系数λ与制度管理成本系数 B 呈负相关, 加强制度约束, 可以降低 B 值, 以减少制度成本并提
出了相关政策建议.

Abstract : Based on t he risk game t heory and method , t he paper analyses the risk game about t he
manager of RCCs and t he depart ment s of t he Banking regulatory in China. It shows t hat t he managers
prefer to the risk for t heir benefit . Theλis coefficient when t he department s of t he Banking regulatory re
strict to t he manager of RCCs in system , t he B is t he cost of supervision ,λis correlative to B in negative .
