民用爆炸物品安全管理方法思考
摘要:民用爆炸物品即指属于我国国务院国防科技工业主管部门会同国务院公安部门制订及公布的民用爆炸物品名单内,以非军事意图为目的投入使用的***、炸药及***、导火索等点火或起爆器材。由于爆炸物品具有多意外、能量大、破坏强的能源,是在某些生产中必需的生产资料,如果在非正常情况下被利用,将会对公共安全构成极其严重的威胁,属于国家必须严格监管的特殊物品。同时,研究民爆物品的安全管理方法,可有效防止恐怖分子和其他犯罪分子利用民用爆炸物品从事犯罪。非法使用爆炸物品可能导致爆炸事件的发生,为国家和个体造成巨大的财产损失和人身伤害,如不能及时追究惩罚,不仅给执法机关的威信构成压力,犯罪分子还可能制造更大的事件危害社会。为此,必须提高安全保护意识,有效强化民爆物品的安全管理,通过管理方法的完善减少及预防伤害。本文在研究民用爆炸物品的目的和现状的基础上,对民爆行业的发展以及现存问题予以简述,结合各国民用爆炸物品的管理模式,得出有效完善我国民用爆炸物品管理方法的有效对策及建议,从而推动我国民用爆炸物品行业的改革与发展,保障社会稳定秩序,创建和谐社会环境。
