上海区域人力资源开发的战略思考
摘要
本文围绕上海区域人力资源开发通过分析上海人力资源开发的
现状以及区域人力资源开发面临的机遇与挑战对比人才强国战略要求
以及全国人才工作会议精神找出上海区域人力资源开发存在的差距
运用新公共管理等理论结合上海乃至周边地区实际情况提出上海区
域人力资源开发的若干战略思考
第一增强区域化意识打破地域和体制双重壁垒第二加强组
织再造构筑区域人力资源开发平台第三培育市场主体加快人力
资源开发部门角色转换第四完善运行机制促进人才市场良性循环
第五建立人力资本投入和分享机制开拓国企人力资源管理新局面
第六坚持人才开发国际化打造国际人才港
本文通过分析论证上海作为国内人才高地之一其区域人力资
源开发的终极目标就是充分依靠市场机制促进人才在城乡区域
产业行业和不同所有制之间的良性循环实现人力资源区域性优化配
置为上海市以及周边地区乃至全国提供人才保障和智力支持

ABSTRACT
the background and present situation of
Shanghai regional development of human resource: there are not only good
fortune but also binated with the requirement of talent strategy
of nation, Shanghai human resource development exist gap. put
forward some strategic thought of the Shanghai regional development of
human resource with new public management and modern human resource
management theory:
First, the government should strengthen area melt consciousness and
break region and system double rampart. Second, the government should
reinforce anization of human resource development. Thirdly,
accelerate the human resource development department role conversion.
4th, promote talent market virtuous circle. 5th, establishing human capital
input with share the machinemade, developing state-owned enterprise

management of human resource. 6th, make “international talent port “.
Shanghai is one of the domestic talent highlands in China. The ultimate
goal of its regional human resource development must rely on the market
mechanism fully, promoting talent in the virtuous circle between town and
country, different ownership, ect.
