上海居家养老服务的现状和对策探讨
摘要
上海自 1979 年在全国率先进入人口老龄化社会行列以来一直是
全国老龄化程度最高的地区为应对上海人口老龄化和高龄化所引起的
养老问题上海自 2000 年起试行居家养老服务在上海开展居家养老
服务的 5年中居家养老社会资源供给的不足和老年人居家养老服务需
求之间的矛盾越来越突出相关问题急待解决本文试图通过对上海居
家养老服务现状发达国家或地区实践活动的分析研究针对上海的现
实情况对上海居家养老服务现状的对策提出作者个人的建议
本文第一章首先对居家养老服务的相关概念作了解释第二章着重
分析了上海人口老龄化的情况养老福利事业现状老年人养老服务需
求和居家养老服务的现状第三章细致研究了几个代表性国家或地区的
养老服务实践情况借鉴了国外居家养老服务的社会化模式英国社
区照顾模式和澳大利亚家庭老年护理服务以房养老模式美国老年
人倒按揭制度专门保险制度模式日本介护保险制度以及我国香
港特别行政区的安老服务模式的实践经验和特点本文第四章根据前两
章对上海居家养老服务现状分析和发达国家或地区实践经验的借鉴从
构建多层次居家养老社区支持体系探索建立护理保险制度探索建立
倒按揭制度等三个方面提出了对上海居家养老服务对策的建议

COUNTERMEASURES AGAINST THE SERVICES OF
PROVIDING FOR THE AGED AT HOME IN
SHANGHAI
ABSTRACT
From 1979, when taking the lead in getting into the range of the
population ageing trend society, Shanghai has been the region of the highest
extent of the population-ageing trend in China. In order to answer the
problem aroused by the population ageing trend, “providing for the aged”, we
has tried out the services of providing for the aged at home in Shanghai since
2000. During the five years of carrying out the services, the contradiction
between the shortage of social resources of providing for the aged at home
and a great demand of the services of providing for the aged at home has
e more and more critical, and the relevant problems are expected to be
solved urgently. This article tries to make the personal proposal for the
actuality and countermeasures against the services of providing for the aged
at home in Shanghai based on the actual situation in Shanghai, though
analysis and study on the actuality of the services of providing for the aged at
home in Shanghai and the practice activities in developed countries or
regions.
Chapter 1 of this article explains the relevant concepts involved in the
services of providing for the aged at home. Chapter 2 mainly analyses
