上海申通地铁集团可持续发展战略研究

摘要

随着中国城市化进程的加快,城市交通问题日益严重。城市轨道交通因具有
快速、便捷、大运量、环保的优势,成为各个城市公共交通建设的首选。但是,
城市轨道交通建设项目投资巨大,却因票价受限且收入单一,造成运营单位普遍
亏损,各地政府无奈给与财政补助,负担加重。
上海为了满足 2010 年世博会需要,超常规集中建设轨道交通,随着建设线
路的集中投入运营,上海申通地铁集团的经营压力将骤然增加,靠政府投资和政
府补贴将难以为继。需要探索能自我良性循环的可持续发展之路,确保稳定和长
期收入,有效控制包括建设和运营成本在内的综合成本,实现稳定收益、稳步发
展。这对上海申通集团具有极为重要和现实的意义。
本文在充分分析轨道交通发展优秀城市的经验基础上,通过对可持续发展理
论以及项目战略管理的研究,结合上海轨道交通集中建设中存在的问题以及向运
营集中转型的特殊情况,系统地提出了申通集团的可持续发展战略,并围绕经营
战略、组织架构、规划、融资、建设、运营、科技创新、人员以及绩效管理等方
面,提出了具体的战略建议,为申通集团的可持续发展提供参考。

SHANGHAI SHENTONG METRO GROUP

ABSTRACT

With China's accelerated urbanization process, urban transport problems e
increasingly serious. Due to the advantages of rapid, convenient, large-capacity,
environmental protection, urban rail transit es the first choice for each city’s
construction of urban public transport. However, due to massive investment of urban
rail transit project and single e from limited fare price, every pany
suffers general loss and the local government pelled to give financial assistance
with its increased burden.
In order to meet the needs of Shanghai World Expo 2010, the city concentrates
on building of urban rail transit projects. With the massive operation of constructed
lines, the operating pressure of Shanghai Shentong Metro Group will rapidly increase
and it is difficulty to sustain by government investment and government subsidies. It
needs explore the sustainable development method which can maintain self-virtuous
circle, to ensure stability and long-term e, efficiently prehensive
cost containing construction and operating cost and plish stable revenue and
development. This is very important and realistic to Shanghai Shentong Metro Group.
