上海郊区县综合竞争力评价研究
摘要
随着全球经济一体化和知识经济的兴起,经济主体之间的竞争变
得空前激烈而广泛。为应对全球化和新经济带来的机遇和挑战,提升
竞争力成为所有经济决策者的共识。城市是国家和区域高质量资源的
聚集点和经济的增长极点,因而在国际经济中的地位和作用日趋重
要。区县是上海的基本单元,其综合竞争力是上海国际竞争力的重要
组成部分。
论文基于竞争力和区域经济一般理论,研究大城市郊区社会、经
济综合发展现状。研究的根本目的在于了解各区县的优劣势以及相互
之间的差距,分析产生差距的原因,从而为郊区县明确未来的发展方
向,进一步提升自身的综合竞争力提供依据。
论文构造了分三个层次,包括五个方面共 51 项指标的竞争力指
标体系以及包含四个方面,16 项指标的郊区县产业竞争力评价指标
体系。在此基础之上,分别采用专家咨询法与主成分分析法为指标赋
权,对上海 9 个郊区县的综合竞争力及产业竞争力进行了评价。
通过分析两项竞争力的评价结果发现,上海郊区县综合竞争力呈
现分化的状态:闵行、松江、宝山和嘉定构成了竞争力较强的第一集
团,青浦和奉贤属于实力中等的第二集团,而南汇、金山和崇明形成
了竞争力较弱的第三集团。

位于不同层次的区县应采取适合自身的发展途径:竞争力较弱的
区县未来的发展应首先明确自身定位,通过特色产业的发展带动区域
经济实力的增强;竞争力较强的区更应注重自主创新能力的培养,以
高新技术产业作为未来发展的主动力,降低能耗,实现经济增长方式
的转变。

STUDY ON EVALUATION OF
SHANGHAI SUBURBAN
PETITIVENESS
ABSTRACT
With integration of world economy and rise of knowledge economy,
competition between economic entities has e fierce and widespread
in an unprecedented way. In face of opportunities and challenges brought
by globalization and new economy, all economic decision makers agree
to petitiveness. Cities, which are accumulation points of
high-quality resources from the whole country or area and also growing
peaks of economy, therefore have more important positions and functions.
petitiveness of suburban districts, as basic units
of Shanghai city, are ponents of Shanghai international
competitiveness.
Based mon theories petitiveness and Regional
Economics, this thesis studies the current social and economic developing
situation of suburban districts of metropolis. Through finding out
advantages and disadvantages of each suburban district and differences
between them, the main purpose of this study is to be the useful reference
for suburban districts in deciding future developing course and upgrading
competitiveness.
