――构建上海引进大学毕业生评分系统的研究
摘要
作为上海科教兴市主战略的重要组成部分,人才资源高地建设已
初显成效,其中上海引进大学毕业生的工作占有重要位置。
随着《上海市政府信息公开规定》的出台,以及《行政许可法》
的实施,对于政务公平、公开、公正和效率等都提出了新的要求,同
时对上海引进大学毕业生工作也提出了同样的要求。基于这一背景,
为了让上海引进大学毕业生工作更加公开、公平、公正和高效,该论
文通过构建上海引进大学毕业生平分系统研究,对上海引进大学毕业
生工作进行科学性研究。
该论文对上海引进大毕业生工作的背景、现状及存在的问题进行
分析,并借鉴、公
开、公正和高效为目的,通过专家咨询、座谈、问卷调查、抽样测评、
建模分析预测等方法,对大学毕业生进行综合能力评价和筛选,并借
助计算机信息化手段,构建了上海引进大学毕业生的评分系统。
该论文构建的评分系统已运用于 2004 年上海引进大学毕业生的
实际工作,一定程度上解决了政策本身及政务受理工作中存在的问
题,符合上海市政府 2004 年新提出的人才宏观战略调控要求,基本
达到了有利于政务公开、公平、公正和效率的改革要求。

COMPREHENSIVE RESEARCH ON THE WAY
SHANGHAI RECRUITS GRADUATES
ABSTRACT
It is increasingly accepted that HR is the primary social resource by the public
and its government, especially by Shanghai government, which has made some
achievement in its strategy of HR introduction. It should be admitted that graduate
students are very important human resources so that Shanghai government has made
great concern on this group to fulfill its HR introduction strategy.
With two regulations executed consecutively this year –“Regulations of
Shanghai Municipality information publicized” and “Rules of Administration
permission”, the Shanghai government has mitted to greater requirement on
its fairness, openness and justness.
A research on the scientificity of graduate students introduction to Shanghai has
been mitted by the Shanghai mittee to Shanghai Guide
Center for Graduate, where the author has been working.
After having analyzed past and current situation in Shanghai policy about HR
introduction, a series of work have been carried out deliberately, such as consultant
from social specialists, discussion and questionnaires. Therefore, an evaluation system
