在民航全球化背景下的建设特征
摘要
为早日实现由民航大国向民航强国跨越的奋斗目标,国家民航总局
加快了实施民航枢纽战略的步伐。上海是我国最具经济活力和发展潜力
的地区之一,要实现建设经济、金融、贸易、航运中心的伟大目标,打
造上海航空枢纽具有重要的现实意义和战略意义。
本文主要研究了在民航全球化背景下,如何正确认识和不断加快上
海航空枢纽建设的问题。笔者首先对国外几个典型的大型航空枢纽现状
进行介绍,并对枢纽建设动因做了对比。在此基础上,初步分析了上海
航空枢纽建设中政府的地位和作用,分析了参与建设的各方之间合作与
分工的关系,进而对各项建设特征加以讨论,对关联设施也做了一些介
绍。最后,笔者结合上海空港现状以及城市发展需要,提出相关的对策、
建议,尤其是关于中央政府的政策支持问题。关于如何开拓视野,发掘
国际航空市场的问题,也提出了自己的见解。相信本文对上海航空枢纽
的建设会有一定的参考价值。

ON THE CONSTRUCTION CHARACTERISTICS OF
SHANGHAI AVIATION HUB AGAINST THE
BACKGROUND OF AVIATION GLOBALIZATION
ABSTRACT
In order to achieve the goal of going beyond from a huge aviation
country to an aviation power,the Civil Aviation Administration of China
(CAAC) quickens the pace of driving strategy of promoting china to be an
aviation hub。Shanghai,as a region with the furthest develop potential in
economy ,finance, trade and transportation in china,responds the national
summons actively and makes great efforts to construct Shanghai aviation
hub。
How to correctly understand and speed up the construction of Shanghai
aviation hub under the aviation globalization is an issue studied in this
article。Current status of foreign specific large scale hubs was introduced first
parison of hub construction initiative was made later,on the basic of
which role and function of government is analyzed preliminarily,as well as
the relationship of co-operation and task allocation between construction
attendees。Each construction characteristics were discussed furthermore
including introduction of related facilities。At the end,related solutions and
suggestions were put forward,especially of the policy support from central
government,bination to current status of Shanghai aviation hub and
necessities for city development。Own view on how to expand the vision to
