摘要
电子政务是信息社会政府办公的一种新方式,已经在发达国家获得了广泛应用。我国的电子政务发展面临一些问题,可以通过协同理论加以解决。从目前的情况看,国内的学者提出的协同电子政务模型很多,最常见的有基于协作体的协同电子政务模型、基于消息中间件的协同电子政务模型和基于角色互动的协同电子政务模型。本文通过比对三者的基本原理和相关特点后,又找到了多Agent协同理论加以丰富电子政务协同建模的手段。为了充分体现Agent的优越性,本文将电子政务模型进行角色划分,形成不同的具有一定物理意义的角色Agent,在配以一定数量的协同Agent单元,就可以组建出通用的多Agent协同电子政务工作模型。为了证明此方法的合理性,本文分别以规划用地审批政务和高校教师调入政务为例,阐述了如何为其构建多Agent协同工作模型的方法。

Abstract
E-government is a new way of government office in the information society, which has been widely applied in developed countries. Some problems of e-government in our country, can be resolved by Synergy. From the current situation, Chinese scholars proposed many collaborative e-government model such as e-government cooperation work model based on cooperative unit、e-government workflow model based on message oriented middle ware and e-government work model based on interactive role. Basic principles and characteristics of those relevant posts in this paper had pared. Then multi-Agent coordination theory is introduced to e-government. To fully reflect the advantages of Agent, the e-government model will be divides into many Role-Agent units by different roles. panied by some Collaborative-Agent units, an e-government work model based multi-Agent can be built. To prove the rationality of this method, approval of the chief of planned land using and university teachers transferred had been taken as example, which explain how to build their work model of multi-Agent approach.
