和对策研究

摘要

电大现代远程教育是高等教育的一部分,对我国的经济和社会的稳定发展起
着非常重要的作用。党的十六大提出的建立学习型社会、构建全民终身教育体系
的思想,为电大现代远程教育的发展提供了契机。
本文对学习型和谐社会的含义特征进行了描述概括,阐述了学习型和谐社会
对教育的重要作用以及电视大学现代远程教育在构建学习型和谐社会中的作用。
文章对国际现代远程教育和我国远程教育的发展情况做了一定的调查研究,
重点通过笔者所在的上海电视大学进行分析,提出存在的主要问题及解决的对
策。
文章认为电大现代远程教育还存在着一些不足之处,如观念落后,教育模式
传统;教学模式不适应社会要求;课程体系不适应时代的发展;学生质量保证体
系不完善;远程支持服务体系有待加强等。主要表现为:面授课过多,容易引起
学习者的工学矛盾;有些课程特别是工科的课程,内容滞后,传统理论的东西太
多,而随着科技发展所需掌握的先进技术较欠缺;有些教师的观念落后,教学基
于传统;网络课件相对紧缺,在数量和质量上都还难以保证所有学习者的需求;
网上答疑、讨论功能未能予以充分利用;学员覆盖面广,毕业生质量难以保证;
不同地区电大的政府投入、师资力量、网络等支持服务系统分配不均,等等。根
据这些弊端,文章试着提出了更新观念,提高认识,改革现代远程教育模式、改
革教学管理模式、建立现代的课程体系、加强师资队伍建设、全程质量监控、优
化支持服务系统六个对策。
电大现代远程教育的管理是一项复杂的系统工程,涉及到方方面面的问题,
本文作者阅历较浅,所能想到的就是以上内容,未能一一涉猎。

ABSTRACT

Modern distance education in Television University is a part of the higher
education. It is very important to the development of economy and the society
stability of our country.
The Sixteenth National Congress of the munist Party encourage to
build a harmonious and learning society and establish a life-long educational
theory give us the great chance to develop the modern distance education.
In this paper ,It give much wider understanding of the harmonious and learning
society,expatiate on the important function of the harmonious and learning society
to the education ,and the Television University pay the great role in the harmonious
and learning society.
The article thinks that many Weakness still exsits in Modern distance education
in Television University,for example: the mode of the education is based on the
tradition;The teaching mode is not well at the request of society;The system of the
course is not proper for the development of the society;The system of the Student
