摘要
一般认为,我国对于政府信息公开工作的研究开始于上世界末期,主要是伴随着政府政务公开的发展而兴起。国务院于2005年5月颁布实施了《中华人民共和国政府信息公开条例》。《条例》的颁布施行,对政府信息公开的范围和主体、方式和程序、监督和保障等内容做出了具体规定,为深入推行政府信息公开提供了行政法规层面上的依据。
笔者在本文中将首先对我国的政府信息公开发展历程做一个回顾,之后分析当前我国政府信息公开发展的现状,然后从《中华人民共和国政府信息公开条例》入手,对《条例》颁布以来的实施情况以及在实施中各方面所存在的问题进行研究,以求以点带面的观察我国政府信息公开制度的内容,接着将我国的政府信息公开情况同美国的做一个比较研究,最后将就网络新环境下的政府信息公开工作所面临的新情况和新问题进行研究和探讨,探究面对新环境下我国政府信息公开制度存在的挑战和对策,面对府信息公开实践中遇到的问题和制度上所存在的缺陷,一定要通过不懈的努力去改进我国的政府信息公的开方式、方法,不断完善我国政府信息公开的制度,为推进我国的社会主义民主政治和社会主义法治建设,构建和谐社会打下坚实的基础。

Abstract
General academia thinks, in our country, the government information disclosure work study began in the last world stage, mainly with government affairs development. On May 2005 the State Council of China carried out" law of the people's Republic of China on the disclosure of government information". This promulgate apply, the government information publicity and the scope of subjects, methods and procedures, supervision and guarantee and so on to make specific provisions, for the further implementation of government information publicity provides administrative regulations on evidence.
The author in this paper will first on" the people's Republic of China Government Information Disclosure Ordinance" promulgated since the implementation and the implementation of all aspects of the problems are studied, then the Chinese government information disclosure and the United States to do parative study, after the disclosure of government information in China at the present stage of implementation do some summary and analysis of current situation, which involves the legal support and the democratic rule of law idea
