海关加工贸易流程再造研究
摘要
业务流程优化理论(BPR 理论)是当今企业界和管理学界研究的热
点。其核心内容是通过对原有业务流程的重新塑造,借助信息技术,
使企业由传统的以职能为中心的职能导向型转变为以流程为中心的
流程导向型,实现企业经营方式和管理方式的根本转变,最终提高企
业竞争力。流程再造理论在设计业务流程时追求的是全局最优,而不
是个别最优。
海关是国家进出境监督管理部门,其监管特性突出了其与普通行
业的不同,但是作为政府部门的一个机构,在组织的管理方面又与普
通行业的管理有着相通之处。流程化管理模式是一种基于业务流程进
行管理、控制的管理模式,对政府机构的改革同样具有指导作用。
本文通过对上海海关现行加工贸易业务流程方面存在的问题进
行分析和研究,在 BPR 理论的指导下,寻找海关组织和职能变革的途
径,以实现流程整体运行状态最优、输出效益最大为改革目标,借鉴
国内外海关先进的管理和风险控制理念,结合上海海关实际情况,进
行业务流程优化。按照现代海关制度第二步发展战略的总体要求,以
建立健全风险管理机制为中心环节,以企业守法便利为导向,整合系

统、信息、职能、人力四种资源,优化海关管理方式,实现加工贸易
监管作业差别化、参数管理集约化、风险防控全程化、资源配置合理
化,解决目前面临的问题,促进业务流程的前推、后移和外联,构建
“耳聪目明”的智能型海关。

THE RESEARCH ON THE PROCESS REDSIGN OF THE
CUSTOMS’ PROCESSING TRADE
ABSTRACT
Business Process Reengineering (BPR) is a hot research on business
managements. The core idea is to redesign the original process of an enterprise with
the help of information technology so as to achieve the fundamental changes and to
improve petiveness. BPR is a discipline which designs business process in
pursuit of global optimization other than partial ones.
The Customs is the ministry responsible for supervision and controlling over
everything entering and leaving the Customs territory. The control function makes it
different from all enterprises. However, as anization of government, its
administration function is somehow the same as enterprises. The process
management model carries out management and control based on business procedures
and is able to provide instructions on the reform of government agencies.
Under the guidance of the BPR theory, this paper looks for the way of reforming
Shanghai Customs’ organization and functions through analyzing and researching
issues rising from the existing processing trade workflow in Shanghai
