上海市长宁区科教兴区战略研究
摘要
为推进上海建设国际化大都市和国际经济、金融、贸易和航运中心
之一的步伐,上海提出了科教兴市战略,并把该战略提到了上海经济社
会发展主战略的高度。上海市长宁区作为上海市的中心城区之一,有必
要积极融入到上海总体战略之中,实施科教兴区战略,同时,实施科教
兴区战略,也是长宁区解决自身发展矛盾,优化区域产业结构,推进区
域可持续发展的必然选择。
本文主要研究了长宁区科教兴区战略的战略目标、步骤,以及主要
内容和实施对策。笔者首先分析了长宁区实施科教兴区战略的必要性,
阐明了实施科教兴区战略是长宁融入上海总体发展战略,解决自身经济
发展动力不足,优化区域产业结构的需要;进而从外因和内因两方面,
分析了长宁区实施科教兴区战略面临的机遇和挑战,以及长宁实施科教
兴区战略所具备的优势和存在的不足;最后,笔者结合上海市科教兴市
战略规划,以及长宁区的现实条件,提出了长宁区科教兴区战略的主要
内容、战略目标和战略步骤。对实施科教兴区战略的对策措施,也提出
了自己的见解。相信本文对上海长宁区科教兴区战略的制定与实施会有
一定的参考价值。

Strategic Research on Invigorating Changning District
through Science and Education
ABSTRACT
In order to step up building Shanghai into an international metropolis
through upgrading urbanization and making herself as the global centers for
business, financial, trade and shipment, the Shanghai municipal government
has adopted the strategy of ‘invigorating the city through science and
education’, and stated it as core strategies for regional social and economic
development.
Under these circumstances, Changning District, really needs to plug into
the whole planning actively and develops its own strategy of ‘Invigorating
District Through Science and Education’(hereinafter abbreviated as IDTSE
strategy) accordingly. Moreover, IDTSE strategy is also an inevitable choice
for Changning District when she intends to resolve the internal contradictions
in growth, optimize the regional industrial structure, and achieve sustainable
development.
Against the above background, the author explores the strategic goals,
procedures, content and implementation of IDTSE strategy for Changning
District. Thus, the thesis consists of four chapters as follows:
Chapter One considers the necessity on implementing the IDTSE
strategy in Changing District. The position in the overal city planning,
insufficient internal economic motivation, and the industrial structure
