摘要
进入新世纪以来我国进出口货物总值及海关征收税款金额连续
保持年均 20%的增长。中国经济得到了高速、稳定的增长,正全方位、
深层次地融入世界经济,并在其中发挥着越来越重要的作用。与此同
时经济全球化、区域一体化已成为全球经济发展的趋势,全球贸易供
应链管理已成为推动经济全球化的重要载体,并直接关系到各国经济
发展。这势必要求全球贸易链中的重要节点之一的海关简化通关手
续,提高通关效率,降低贸易成本,在口岸推行单一窗口管理、促进
贸易供应链的便利等方面发挥出更大的作用。
本文以上海海关分类通关改革为例,分析了海关促进贸易便利化
的难点和对策。文章首先介绍了海关的概况和研究背景,指出了研究
海关促进贸易便利化的重要意义。然后借鉴世界各国海关的情况,分
析了我关海关的通关现状,确定中国海关促进贸易便利化的难点所
在。最后探索建立以我国的 AEO 制度和企业为主的风险判别机制为
目标的海关通关作业事前风险控制模式;建立以分类通关作业改革为
基础的事中便捷通关模式;建立以海关批量复核工作机制为制约手段
的事后风险控制模式。通过建立事前、事中、事后一体的风险可控的
便捷通关模式,结合口岸综合治理的大通关格局,为海关促进贸易便
利化提供参考。

ANALYSE OF THE PROBLEMS AND SOLUTIONS
OF THE PROMOTION OF INTERNATIONAL TRADE
FACILITATION OF CUSTOMS
Abstract
Entering the new century, the total value of import and export and the customs
tax collection of our country both grow at an average annual rate of 20 percent.
Chinese economy, which has a steady growth in high speed, is melting into world
economy deeply prehensively and ing a more and more important part
in the world economy. In the mean time, economic globalization and regional
integration are ing tendency of global economic development. Supply chain
management of global trade has e an important factor to advance economic
globalization, which has respect to every country’s economic development directly.
Definitely, it requires customs, as a significant node in global trade chain, to simplify
clearance procedure, raise clearance efficiency, reduce trade cost and play an even
greater role on single-window port management and trade facilitation.
Using the reform of clearance classification of Shanghai Customs as an
example, the thesis analyzes difficulties and strategy to promote trade facilitation on
