反恐预警中的情报管理研究

摘要

在全球化和信息化浪潮的推动下,恐怖主义日益成为当今世界的
一个挑战。反恐战争同以往的传统战争有着完全不同的模式,它的突
出特点是:以打击恐怖主义为主要目标,掌握及时、准确的情报是整
个战争的决定因素。只有高质量的情报才能实现对恐怖活动的预警,
没有情报就不可能进行有效的处置,因此情报管理是反恐预警工作中
不可或缺的一个重要环节。
本文尝试从以下四个方面对加强当前我国的反恐预警情报管理工
作展开论述,算是一点探索,就正于前辈和同道。
第一方面是厘清了危机、危机管理、恐怖主义和情报的基本概念,
搭建了反恐预警中情报管理的理论框架。
第二方面是以美国、俄罗斯和英国等发达国家应对反恐预警需要,
对情报管理做出相应调整为蓝本进行研究,从中提炼出的宝贵经验和
教训,为做好新时代中国的情报管理提供了借鉴。
第三方面是着重介绍了中国当前面临的恐怖主义形势,反恐预警
中我们情报管理的现有做法和成功经验,并针对目前存在主要问题的
成因作了深层次分析。
第四方面则从情报战略指导思想的构建、完善配套的法律制度、

健全以反恐预警为重点的情报管理机构,和强化情报生产能力的综合
建设、拓展情报国内国际合作交流的深度和广度等五个层次对进一步
加强我国的情报管理作了详细的阐述。

RESEARCH ON INTELLIGENCE MANAGEMENT
IN ANTI-TERRORISM EARLY-WARNING

ABSTRACT

Under the tide of globalization and informationization, terrorism has
e increasingly a challenge to the world. Anti-terrorism has a totally
different model from the traditional war, with following prominent features:
its major aim is to attack terrorism; grasp of timely and accurate
intelligence are determining factors of the war. Only high-quality
intelligence can be the early-warning for the terrorism activities. Without
intelligence, it is impossible to deal with it effectively. Therefore,
intelligence management is an important link of anti-terrorism
early-warning.
This paper tries to discuss intelligence management in anti-terrorism
early-warning in present China from following 4 parts:
1st part is to understand the basic definition of crisis, crisis
management, terrorism and intelligence, and form the theoretical frame of
