在经济高速发展、竞争日益激烈的当今社会,企业越来越认识到“人”的重要性,企业间的竞争归根到底是人才的竞争。企业对人力资本的重视程度和投入程度都达到了前所未有的地步,然而如何衡量企业对人力资本投入和管理的有效性却是困扰企业的一个难题。
本文从资本的特性出发,结合现代企业人力资本管理的现状,人力资本测度的现状,以及人力资源管理者所面临的现实问题,发现要有效地对人力资本进行投资、管理和利用必须首先对人力资本投资和管理的有效性进行衡量。针对所发现的问题,本文对入力资本发展理论和人力资源管理实践进行了回顾和分析,提出对人力资本投资和管理进行有效性衡量的基本原则,并建立了衡量人力资本有效性的指标体系。这些指标包括人力成本与企业效益、人力资源职能费用、员工配置比率、招聘有效性、培训有效性以及员工流动率六个主要方面。
利用该指标体系,本文调查了不同行业的201家公司的人力资本投资及管理的有效性,进行了问卷设计、数据收集、数据分析的工作,利用定量的方法在人力成本与企业效益、人力资源职能费用、员工配置比率、招聘有效性、培训有效性以及员工流动率六个方面得出了重要结论,确定出不同行业人力资本投资及管理有效性的参考信息。对衡量不同行业人力资本投资及管理的有效性提供了重要的指导和借鉴。

Abstract
In the modem society which the economy is booming fast and petition is more have already realized the importance of“people”. Ultimately,petition among business is due to petition among talent. The business invested more on human capiml and emphases the importance of the it is very difficult for the business to measure the effectiveness of investment on human capital and human capital management.
The article revealed that effective investment on human capital and management of human resources are based on effective measurement on human is resulted from the study on the character of capital and the status of human resources management as well as the current status of human capital ,the article reviewed and analyzed human capital theory and human resources management practice e out the principle on the matrix how tO measure human capital matrix includes:Staff Cost&Business Resource Function Budget,Staff Ratio,Recruitment Practice Effectiveness,Training Practice Effectiveness and Employee Turnover.
We selected 20 panies from different industries and analyzed the
effectiveness of human capital by making use of the matrix,including questionnaire design,data collection and data made quantitive analysis and got the result for different industries on Staff Cost&Business Resource
