摘要
新世纪是人类开发和利用海洋的新时代。目前,世界各沿海国家均把海洋开发列入国家发展战略并付诸实践。改革开放以来,我国海洋产业发展也非常迅速,然而,这种高速增长是以牺牲海洋资源与环境为代价的;“高开采、高排放、低利用”的粗放式经济增长方式极大地制约了海洋资源环境的永续利用和海洋经济的可持续发展。产业生态学是一门探讨产业系统与经济系统以及它们同自然生态系统相互关系的跨学科研究的科学;而不同层次上的循环经济、海洋清洁生产、产业生态学的结合促进了海洋生态产业的发展。本文采用经济增长与环境质量关系的实证研究的综合简化模型(Multiple Reduced Model),并借鉴循环经济理念,在理论联系实际的基础上,探讨我国海洋产业发展的新思路, 探索海洋特色生态产业的实现途径和推进措施。循着上述分析思路与框架,本文主要从以下几个方面展开论述。第一部分对海洋生态产业的基本理论背景作了简要分析,第二部分在考察我国海洋产业发展现状的基础上,探讨了我国海洋产业发展存在的问题。第三部分从科学发展观的角度,分析当前大力发展海洋生态产业具有重要的战略意义;同时也提出了发展海洋生态产业的指导原则。第四部分利用循环经济理论,着重探讨发展我国海洋生态产业的实现途径;最后,对全文进行了总结。关键词;海洋产业,海洋生态环境,循环经济,生态产业,对策
