中小企业在国民经济中的地位和作用是十分重要的。为保持我国国民经济的健康快速发展和扩大社会就业率,大力发展中小企业具有重要意义。在知识经济条件下,人力资源对中小企业的发展具有举足轻重的作用。人力资源管理工作是组织健康快速发展的保障,它作为最宝贵的资源,在中小企业经营管理中的作用越来越重要。作为我国中小企业,要在市场竞争中生存与发展,就必须重视人力资源管理。然而,我国中小企业现在普遍存在着人力资源结构不合理、总体素质偏低以及人才流失严重等现象,它严重阻碍了中小企业发展的步伐。因此,如何科学地做好人力资源的开发和管理,已成为中小企业首要考虑的问题。本论文在人力资源管理方面有关的基本理论的基础上,通过分析我国中小企业人力资源管理的现状、存在问题及原因,并对比美国、日本企业的人力资源管理,提出了加强中小企业人力资源管理的针对性措施。具体来说这些措施包括建立有效的中小企业人力资源管理的保障机制;完善员工的考评制度和方法;改进薪酬制度;加强员工的业务培训;建立中小企业企业文化等几个方面。

ABSTRACT
The status and role of small and medium-sized enterprise in the national economy is very important. In order to maintain the health of our national economy, rapid the development and expansion of the employment rate, vigorously develop small and medium enterprises is of great significance. Under the conditions of the knowledge-based economy, human resources, has a pivotal role in the development of small and medium enterprises. The human resources management anization to have a healthy and rapid development, as the most valuable resources, it es more and more important in the role of small and medium-sized enterprises management.
