配电系统谐波的治理及其服务体系的建立
摘要
电力是维系国民经济发展的经济命脉之一,其自然的、法定的垄断
地位,使电力企业多年来享受着皇帝女儿不愁嫁的特殊待遇。然而,随
着市场经济的不断完善,服务对象对电力企业的要求越来越高。垄断行
业日益受到社会的关注,荣宠地位逐步消失。在卖方市场转为买方市场
的今天,电力企业必须摒弃以往计划经济体制下的“以我为主、与我方便”
的官商作风,做好优质服务,建立“优质供电”的服务体系。然而保证产
品质量是做好优质服务的基础,故首先必须要提高电能质量.
本文首先阐述了电能质量的概念和分类,并对上海电网目前的电能
质量状况进行了研究,得出影响电能质量的主要原因:即用户用电设备
间的相互干扰。其次再对用户低压设备的谐波及无功特性进行研究,并
将目前用户用电负荷分成四类,并提出以提高电能质量为目的的“优质供
电”的服务体系,第一步即对这四类已存在用户提出相应的治理方案,其
次对新装用户从用电申请是提供方案进行治理,最终以达到提高电能质
量的目的。文章最后总结该服务体系的优缺点。

ABSTRACT
The electric power is one of the economic life veins which supports a
national economy development, its nature of, the legal Long break a position

object to electric power business enterprise is more and more Long

selling party market, the electric power business enterprise has to abandon
under the former planned economy system of officer'pany's style of
"take me as a lord, and we then", work well a superior quality service, the
service system of the establishment "high-quality power supply". However
the assurance product quality be the foundation which works well a superior
quality service, so have to raise electric power quality first.

first, and carried on a research to the current electric power quality condition
