摘要
从政府管理角度来看,政府部门的信息化已经成为国家信息化的基础,而信息技术的
应用正在对行政管理模式产生重大的变革。电子政务已经成为世界各国积极倡导的信息化
高速公路的首要条件,特别是信息技术在政府行政管理中的应用,能够促进政府建立一个
高效率、低成本、规范行为、运转协调、公正透明、廉洁、服务型的行政管理体制。红桥
区的电子政务建设已经有了一定基础,初步实现了电子邮件收发和公文管理功能,但没有
实现真正意义上的无纸化办公,在基础规划、管理规范、安全管理以及基本功能等方面都
存在着比较严重的缺失,这些已经严重影响了红桥区的行政办公效率,亟待尽快解决。
针对红桥区电子政务系统存在的问题,本文从红桥区电子政务的实际需求出发,在广
泛调研的基础上,制定了红桥区政府电子政务系统总体规划,重点提出了电子政务门户网
站、电子政务协同办公系统设计方案,并且阐述了电子政务系统的设计原理和技术支持,
以此达到提升红桥区电子政务系统服务能力和水平的目的。

ABSTRACT
From the perspective of government management, government informatization has
e the foundation of national informatization, however, the application of information
technology has a significant change for administrative management mode .E-government has
e the first condition of information highway, which countries across the world actively
advocate. Especially, the application of information technology in government administration
can promote government to establish a high efficiency, low cost, standardized behaviors,
coordinated operation, fairness and transparency, honesty, service-oriented administrative
system. The e-government construction of Hongqiao district has a certain foundation,
preliminarily implementing the function of sending and receiving electronic mail and document
management. But the paperless office is not achieved in the true sense. There is a serious lack in
the aspect of basic planning, management norms, safety management and basic function and so
on .These have seriously affected the administrative office efficiency of Hongqiao
district ,which is urgen
