社会公平视角下的教育券政策研究
------以绍兴市为例
摘要
教育公平是社会公平的基本要义,接受教育是公民的基本权利。为切实保障家庭经
济贫困学生公平接受教育的权利和机会,促进教育均衡发展,一些地方政府对贫困家庭
的子女发放了教育券,为贫困子女提供享受平等教育的机会,保障了社会公平、教育公
平。研究并完善教育券政策,有利于解决贫困家庭学生上学难问题,有利于保证人民享
有平等受教育的权利,对于促进教育公平实现社会和谐具有很大的积极意义。
本文主要从社会公平理论出发,分析了教育券政策制定的理论依据,通过对绍兴市
的教育券的实施现状进行了定性和定量分析,指出了绍兴市教育券政策实施中存在的问
题,进而对优化绍兴市教育券政策提出了对策性的建议:加大教育投入,实行高中段义
务教育;优化教育券政策的方案设计、政策执行;完善教育券政策的配套措施。本文对
教育券政策的进一步完善将会起到积极地推动作用。

A RESEARCH ON EDUCATION VOUCHER POLICY IN VIEW OF
SOCIAL JUSTICE
------------TAKE SHAOXING AS AN EXAMPLE
ABSTRACT
Educational equity is the essence of social justice and
receiving education is the basic rights of citizens. In order to
guarantee the equal right and opportunity of the family economically
disadvantaged students to receive education and promote the balanced
development of education, some local governments has begun to
distribute education vouchers to poor students, which provides an
equal opportunity for them to receive education and guarantee the
social justice and educational equity. Researching and perfecting
the education vouches policy will help to solve the problem of the
poor students who have no access to schools and guarantee the equal
right of citizens to receive education.
This paper, based on the theory of social justice, analyses the
theoretical basis of education voucher paper conducts a
qualitative and quantitative analysis on the present implementation
of education voucher policy in Shaoxing and points out the problems
lie in the implementation of the policy. And by doing so, the paper
is able to put forward some strategies to optimize the education
voucher policy in Shaoxing City, such as increasing spending on
education, pulsory education in senior high schools
