随着城市化和工业化进程的加快,环境问题也逐渐成为人们关注的焦点。面对日
益严重的环境污染,尤其是垃圾管理问题,如何寻找一条可持续发展的路径,实现垃
圾资源化、无害化处理成为当代人需要认真思考的问题,也是我们需要迫切解决的问
题。城市生活垃圾实施分类管理已经成为国外司空见惯的一种做法,此种做法是一种
既环保又潮流的生活方式。但是我低,目前还处于
发展阶段。本文笔者通过浅析国内外城市生活垃圾管理的相关理论问题,从而为我国
政府进行城市生活垃圾分类管理提供借鉴之处。
本文共分为三大部分:第一部分是对城市生活垃圾管理的概述,这一部分涉及到
的内容包括城市生活垃圾的概念、城市生活垃圾分类的概念及其相关内容。从生活垃
圾分类管理可以实现垃圾的减量化、资源化、无害化,得出我国政府实行生活垃圾分
类管理具有必要性。此外,西方生态文明城市的立法经验以及我国经济发达城市的实
践基础为我国政府进行垃圾分类管理提供了可行性。第二部分主要介绍政府在城市生
活垃圾分类管理中的职责。包括:明确生活垃圾的技术标准和实施细则;推进生活垃
圾处置设施的全面建设;建立和健全再生资源回收体系;建立生活垃圾分类管理责任
人制度;巧用政策引入市场机制。第三部分主要介绍了政府在生活垃圾分类管理中的
实现机制。通过对经济刺激方法、教育手段、行政奖励措施、行政处罚制度和社会监
督的分析,得出这些机制对于政府实行生活垃圾分类管理具有重要意义。

Abstract
With the accelerated process of urbanization and industrialization, the environmental
issues have gradually became the focus of attention. Facing the increasingly serious
environmental pollution, especially the problem of waste, how to find a path of sustainable
development, to achieve resource waste, harmless treatment has became an important issue
for the contemporary people seriously consider, but also an urgent problem for us. Garbage
classification has e a trend of lifestyle abroad, namely the implementation of
distribution, collection, recycling and disposal. But the garbage classification in China
started late, at low level of technology, and still in the stage of development.
