我国重大气象灾害应急管理体系的研究

摘要

面对世界上各类突发公共事件不断发生,如何科学应对和及时、
妥善处置,是当今各国政府必须面对的一个重大课题。我国是一个地
域辽阔、人口众多的发展中大国,人与自然、人与社会怎样和谐相处
的矛盾日益突出。在各类自然灾害中,70%以上是气象灾害,如何切
实加强应急管理,提高预防和处置我国重大气象灾害的应急能力,是
构建社会主义和谐社会的重要内容,也是全面履行政府职能、提高行
政能力的迫切要求。研究建立政府领导,气象部门实施、多部门密切
配合、全社会参与的重大气象灾害应急管理体系,对全面提高我尤为重要。
本文共分六章进行论述:绪论介绍论文研究背景、气象灾害应急
管理、论文框架和写作思路;第二章我国气象灾害应急管理体系,对
我国气象部门应急管理现状进行了分析,提出了存在的问题;第三章
上海市气象部门的应急管理体系,系统分析了上海市气象部门的应急
预案、组织体制、运行机制及服务体系;第四章气象灾害应急管理的
国际借鉴与启示,分别研究了美国、日本、英国等国的应急管理体系,
获得了一些借鉴与启示;第五章国内外重大气象灾害应急管理案例研
究,通过对“卡特里娜”的评析和强热带风暴“碧利斯”的应急处置
分析,提出我国重大气象灾害应急管理中应注意的问题;第六章气象
灾害应急管理体系建设的重点---上海多灾种早期预警系统。

STUDY ON EMERGENCY MANAGEMENT SYSTEM ABOUT
SIGNIFICANT METEOROLOGY DISASTER OF OUR COUNTRY

ABSTRACT

Owning to kinds of public events arising in the world, how to handle
with these events scientifically, promptly and properly is an important
problem which various countries' government must face to. China is a great
developing country with vast territory and large population. The
contradiction that human living harmony with nature and society has
e increasing prominent. Among those different kinds of natural
disasters, above 70% are the meteorological disasters. How to strengthen
the emergency management, and enhance the ability of preventing and
handling significant meteorology disaster is pressing for construing a
socialism harmonious society, and it is also pressing for fulfilling the
government functions and evaluating the administrative ability. It is
important to establish a significant meteorology disaster emergency
management system which is government leadership, keeping close
cooperation between meteorological department and other
multi-departments, and encouraging the society participation. This
research will be useful to enhance the ability of defending
meteorological disaster oc
