随着基础设施建设的需求不断增大,出现了诸多的非政府经济参与基础设施
建设的建设和融资方式,近几年来我国应用较多的是 BT 模式。但是由于法律法规
体系的不完善以及 BT 项目的理论体系不成熟使得 BT 项目在应用过程中出现了大
量问题,其中之一便是投资控制难的问题。
本论文的研究重点即从风险分析的角度探讨 BT 项目的投资控制问题,围绕该
问题,本论文的主要研究内容包括:BT 项目的基本分析—主要研究 BT 项目的基本
概念,介绍了 BT 项目实施的环境要求、BT 项目的参与者、BT 项目的运作过程、
项目确立阶段、项目招投标阶段、项目实施阶段、项目移交和回购等等基本情况,
同时按照投资建设方的承担范围将 BT 项目进行四种模式(施工二次招标型 BT 模
式、直接施工型 BT 模式、施工同体型 BT 模式和带资承包型 BT 模式)的界定。在
阐述了 BT 项目的运作过程后,详细分析了 BT 项目的特殊性;
BT 项目案例—主要以重庆北碚嘉陵江大桥为出发点,介绍对该 BT 项目在实施
过程中投资控制过程进行风险识别,针对所有的风险进行相应的风险应对措施研
究;
BT 项目的风险分析—BT 项目的风险有其特殊性,它是对投资产生重要影响的
要素,所以有必要对其进行论述。在识别和分析一般项目的的重要风险的同时,
还针对性地对 BT 项目中特征性风险进行识别和分析,得出 BT 项目各阶段面临的
各类风险,并结合模糊层次综合评价法对各指标进行详细权重分析,以便于更好
地分担风险以完成对项目的投资控制;
BT 项目的风险管理与投资控制—主要结合 BT 项目面临的各类风险,利用项目
风险管理理论的风险控制方法,研究以控制投资为目的的 BT 项目不同阶段风险控
制方法。

ABSTRACT
Along with the more need of the infrastructure construction, there are some
construction and finance type of non-government capital joining in the infrastructures.
In these years the more we used is BT mode. But there are many questions during the
BT project constructed as legal laws and regulations system does not consummate as
well as the theory system is not mature. One of the questions is how to control the
investment.
Research emphases of this paper is how to control BT project investment through
risk expound this problem clearly,the main contents of this paper including
basic analysis of BT project part minly discussed basic concepts of BT
project and introducted enviromental requairments about BT project inplemention.
Besides,this part also contained BT project participants, operation process, establish
stage, bidding stage, implementation stage and handover and counter-purchase.
According to the scope of investment project owner undertakes,this part limited BT
projects for four models(Construction second bidding type BT mode, Direct
construction type BT mode, Construction with size BT mode, contracted type BT
mode)in the same
